Use RawHttpMessageHandler and VssHttpRetryMessageHandler in ResultsHttpClient (#2908)

* Set an explicit timeout on ResultsHttpClient

* Hook up retry and standard message handler to ResultsHttpClient

* Remove explicit timeout constructor

* Fix linter
