Runner cleanup - continuation (#209)

* Agent/AgentCredential -> Runner/RunnerCredential
* Test trait rename: Agent -> Runner
* Enable remaining RunnerL0 tests
* Remove job message PII variable masking code
* Remove unused Agent.ToolsDirectory variable
* Misc test Agent -> Runner renaming
* Some more misc cleaning
