* windows: implement separate step for configuring Powershell
* windows: refactor PyPy checksum validation
PyPy checksum validation uses PowerHTML module which is now available
as a part of powershell profile
* reformat
* Update images/win/scripts/Installers/Configure-PowerShell.ps1
