[Ubuntu 20] Add docker-moby, sbt, github-cli, prepare toolcache directory (#1002)

* add docker-moby,sbt,github-cli toolcache ruby, pypy

* remove toolcache

* add agentoolsdirectory

* remove toolcache and toolset files

* move directory creation for all Ubuntus'
