[Ubuntu] Rework haskell.sh to install Cabal using GHCup (#2636)

* reworked haskell installation

* added comment

* resolved comments and added symlink

* fixed haskell.sh

* update haskell.sh

* added error suppressing

* reverted ghc intallation
